A note before getting to the chart on weather changed from AW2.
The weather in Advance Wars: Dual Strike has changed very drastically since Advance Wars 2. So much to the point that they no longer affect terrain movement costs in anyway. So, what does weather do now you ask? Well, snow now doubles fuel used to get over terrain. Rain brings Fog of War for as long as it's in effect. Also, a new type of weather, Sandstorm, reduces indirect ranges for all armies by 1 with a minimum range of 1, so Max's artillerys will not be affected. Knowing this, this chart lists the now universal terrain costs for the whole game.
